Meanwhile, the center of Tropical Depression "OFEL" {USAGI} was estimated based on all available data at 195 km Northwest of Itbayat, Batanes (22.1°N, 120.6°E) with maximum sustained winds of 45 km/h near the center and gustiness of up to 60 km/h. It is moving East Southeastward at 10 km/h. The 12-hour rainfall forecast is LIGHT TO OCCASIONAL moderate rains AND THUNDERSTORM.
